			<content:encoded><![CDATA[<p>A driver who tried to save ducks from being hit on I-5 in Lynnwood is being blamed for causing a chain-reaction crash.</p>
<p>The state patrol said the woman spotted a few ducks on the shoulder of the freeway Wednesday night and pulled over to try to save them.</p>
<p>The woman reportedly walked into traffic to try and shoo the ducks off the roadway.<br />

The state patrol said cars had to swerve to avoid hitting the woman and ducks.</p>
<p>A trooper told KIRO 7 an oncoming semi-truck swerved to avoid hitting the woman but smashed into two cars and killed two ducks in the process.</p>
<p>The semi jackknifed and fuel from the truck leaked into a nearby storm drain.</p>
<p>State ecology crews responded to the scene to deal with the fuel spill.</p>
<p>Troopers told KIRO 7 that they may push for charges against the woman who tried to save the ducks.</p>
<p>Though the woman had good intentions, troopers warn people to stay in their cars and not stop in the middle of the freeway which puts those driving in a dangerous situation.</p>

			<content:encoded><![CDATA[<p>A male pedestrian was fatally struck by a vehicle Wednesday afternoon on Highway 99 in Snohomish County, according to the Washington State Patrol.</p>
<p>Witnesses say the man was trying to cross the highway from west to east when he tripped and fell in the southbound lane, said WSP Trooper Keith Leary. The driver of a Honda Accord tried to brake but was unable to avoid hitting the pedestrian around 4:15 p.m., he said. The driver, who is from Everett, was not injured.</p>
<p>“It just looks like a tragic accident,” Leary said.<br />
<span id="more-255"></span><br />
The accident occurred approximately two blocks north of Lincoln Way in the 13500 block of Route 99, between Lynnwood and Everett. Leary said the pedestrian was not in a crosswalk.</p>
<p>All southbound lanes and the center turn lane on the highway were blocked for a time but have since re-opened, Leary said.</p>
<p>Drugs and alcohol do not appear to have been factors in the accident, according to an email from Leary later Wednesday.</p>
<p>Unfortunately, the victim&#8217;s family will probably not be able to file a lawsuit in hopes of being financially compensated for this tragedy. As stated above the pedestrian was not in a crosswalk and alcohol and/or drugs were not involved, which are both important when looking at the accident from a legal standpoint.</p>

<p></strong>In this Chapter of the Lynnwood Rules of the Road, what is expected of you, the driver, when signaled to and eventually are pulled over by a police officer is stated and what the officer is allowed to check is identified. <strong></strong></p>
<p>(1) Any person requested or signaled to stop by a law enforcement officer for a traffic infraction has a duty to stop.</p>
<p>(2) Whenever any person is stopped for a traffic infraction, the  officer may detain that person for a reasonable period of time necessary  to identify the person, check for outstanding warrants, check the  status of the person’s license, insurance identification card, and the  vehicle’s registration, and complete and issue a notice of traffic  infraction.</p>

<p></strong>In this chapter of the Lynnwood Rules of the Road, the laws for abiding by flashing signals are identified. It&#8217;s very common that obstruction of a flashing signal can cause severe injuries and even deaths on Lynnwood roadways. <strong></strong></p>
<p>(1) Whenever an illuminated flashing red or yellow signal is used in a  traffic sign or signal it shall require obedience by vehicular traffic  as follows:</p>
<p>(a) FLASHING RED (STOP SIGNAL). When a red lens is illuminated with  rapid intermittent flashes, drivers of vehicles shall stop at a clearly  marked stop line, but if none, before entering a marked crosswalk on the  near side of the intersection, or, if none, then at the point nearest  the intersecting roadway where the driver has a view of approaching  traffic on the intersecting roadway before entering the intersection,  and the right to proceed shall be subject to the rules applicable after  making a stop at a stop sign.</p>
<p>(b) FLASHING YELLOW (CAUTION SIGNAL). When a yellow lens is  illuminated with rapid intermittent flashes, drivers of vehicles may  proceed through the intersection or past such signal only with caution.</p>
